October 1989. It's a great day in the River City and Cross Town communities. The sky has sparse clouds, the temperature is perfect, and 18-year-old Alex, a senior of River City High, doesn't want to get stuck in a classroom on an awesome day like this. He decides to play hookey and enjoy the beautiful weather.
River City High hasn't had a great day since two high school punks, calling themselves the Dragon Twins; transferred into the school's enrollment. The day after their arrival, the school's very core conduct went haywire. There were fights in the hallway, threats, vandalism; teachers living in fear. Finally, while Alex was looking for video games in the mall, the Dragon Twins completely took hold of the school's head curriculum and the school fell to its knees. The teachers and students were locked in the classrooms while high school gangs were released into the streets of River City and Cross Town. No one could get out, and River City High's new entrance guard, Ivan Popov, ensured no one got in or out.
Meanwhile in Cross Town High, 17-year-old senior Ryan walked out of his morning class, laughing with his buddy, Rick. Ryan strolled to his locker and turned the combination, pulling it open. A note began floating toward the ground and he snatched it out of the air. Thinking it was from a girl, he eagerly read.
"I hold your city captive and Ryan's girlfriend hostage. With my hordes of gangs and vicious bosses, no one can stop me now. Meet my demands - or else! P.S. Alex and Ryan, if you interfere, you'll be in for the fight of your lives!

Ryan charged through swarms of kids and past some angry teachers, leaving the
note on the floor. He burst through the door and continued running. When he rounded the campus's outer walls, he bumped into the only person as powerful as him and the only one who could help him rescue his girlfriend.

Together, Ryan and Alex defeated the incredibly tough Dragon Twins and rescued Cyndi from the classroom they were guarding. Then they ascended to the roof and easily beat up beat up Slick. Before he retreated, Slick vowed: "This isn't over; you can count on it!...Oh, and Titus is bad news. Count on that, too."
The two brawlers put Slick's warning into the back of their minds and saved everyone from the locked classrooms. Alex and Ryan pardoned the gangs, dismissing that they were probably forced, and they went on to become...honor students?! I guess Ryan and Alex bonked them across the head enough times to trigger a connection in their brains.
Peace was restored to River City. Slick disappeared, and he was almost forgotten by the people. Ryan returned to Cross Town with Cyndi. All seemed back to normal...but would it last? The new student body president would change River City once more...

Titus was a rich boy who attended River City High as a senior. He was always looked down upon by his father, the president of an important company; who dubbed him as a hopeless failure. Titus always hid his shame by acting mysterious and fleeting, known for flipping his bangs up after a few sentences. No one saw the pain in his heart; the burning desire to show his father, once in for all, that he truly wasn't a failure after all.
It is now January 1990. The students are back to school after an exhilarating Christmas break, one full of unseasonably hot and sunny weather. None wore coats as they filed into the school.
It was election day in River City High. Alex had to step down as student body president - unless he was elected for another term - and give the traditional white shirt to the new president to wear. All the students were jammed into the auditorium as the candidates lined up on the stage. Then the principal strode into the middle of the stage, greeted the crowd, and began a lecture about the school's history and the importance of the student body president. After a lengthy speech that put more than one student to sleep, he opened an envelope. He read the enclosed paper silently, and then glanced up towards the mass of students.
"This year our student body president has been elected by a vast majority, something uncommon in our school's history. The new student body president of River City High, elected over his peers with six hundred and forty votes, is Titus."
Not one sound rose from the array of the students - except for the snoring ones - as Titus strolled across the stage with a wide, triumphant grin. After Titus was handed the white shirt by a suspicious Alex, the kids began to ominously whisper to each other. They quieted down when Titus was given the microphone.
"Good morning, fellow students." He began to slowly pace across the stage, scanning the mess of blank faces in front of him. "I am honored and guilty to receive this role...I am sure that more than one could better handle a student body than I could." He paused to flip his bangs upward. "As president of it now, I will do my best to make sure every student is taken into consideration and the hallways are kept in order." A faint applause followed the proclamation.
Titus then went on to describe how the hallways would be monitored and what changes would be made to the school. His only money-depleting decree was that a game room was to be added for students who were nominated by teachers or their peers, and a loud applause ensued after he promised to pay for it himself. When he was finished, the students offered a friendly round of recognition.
All seemed well for River City High...but when Titus's father refused to think that he amounted to anything more by becoming student body president, Titus hatched a scheme to prove his worth to his father once and for all...
