Currently, Halo 3 modding is done through editing .con files within the Halo 3 system that contain forge variants, which then allows us to spawn objects that you wouldn't usually be able to spawn, as seen in the above picture. Only problem is that you need a resigner and/or a rehasher in order to play your map on a modified console. And only two people had one, Anth0ny and Shade.
Well, the resigner that they had was based by using a phpBB3 forum database on what was once known as a private website. The resigner program connected to the server to varify that the person trying to resign was really them by verifying their forum account, which was invite only until one person became lucky enough to get an invite to join and then sent invites to his friend, which started a chain reaction.
Over 500 people gained access to the resigner in 2 days, producing over 12k resigned forge variants. Well, Bungie, creators of the Halo triliogy, had talked to Anth0ny and Shade about keeping the mods away from public, especially the resigner. Well, now that it had been leaked, they made the decision to modify it so that the resigner no longer worked with Halo 3's .con files for the general public, but I have no doubt that Anth0ny and Shade have their own resigner which does allow them to edit Halo 3's .con by access a private section on the server.
So, for the time that the resigner was "open," people start researching it and looking at it's source, to see what the key was for the Halo 3 .con files. So, now there are several groups of people devolping resigners and rehashers, so we can once again continue to explore Halo 3's boundries and see what we can do and can't do.
So, yes, with mods you can spawn objects that you wouldn't usually be able to in Forge, you can spawn bipeds (AI-less Bots), models from the map including campaign objects such as Shade Turrets, those purple things in the image above, blank flags, oddballs, bombs, etc. And the sad thing is that a large part of the Halo community is freaking out because they think this will ruin Halo 3.
.con modding is harmless, where as .map modding would destroy the game just as it did Halo 2. .map modding is nearly impossible, since when resigninng the files it requires a specific key which can only be found on Bungie's computers, and would take a lifetime to brute force. So, it is very, very unlikely that we'll ever see .map modding in Halo 3.
